The admins gave a lot of sendable merits to everyone in an airdrop when the system was introduced in January 2018.

New merits are minted by merit sources who are selected based on the applications they've submitted and their interest in becoming a source.

Every merit that's earnt also mints half a sendable merit for the user it was given to to also spend.
