...If I have the money I would probably get some of this. Not everyone will view it the way you do so maybe when I see there is already an active bull run trend. If not I might just pass to wait for some opportunities, short term but currently happening.

I try to have my eyes open and look for such low cap hidden gems like Cook because they give big chance for fast and high gains when invested at the right time or you can wait for them to come.
Aside of waiting with your bag you can mak a lot of use and gains from your Cook holdings. Governance model gives the chance to have influence on the project future from the development side.
Cook Indexes are great and I am sure that everybody if not then soon will find on or few that will suit him well. Best thing is that you now create Indexes on Cook Finance and start proposals on Cook Governance website if you want to start discussion to change something, if there will be enough support in voting such proposal will accepted and implemented.
I like that COOK is DAO because it gives a lot of power back to investors and this already is proven and good governance model.
