Is there some specific membership level one has to have to post?

My question is that I have about 630,000 BBP and would like to send some to an exchange.  It seems like I keep redpositing my stakes, so now my balance isn't that high in stakes I can send.  They all seem locked.  Is there any way to unlock some?
