The only language gangster Putin speaks is if you Jack Bauer-ed his daughters whilst they were known to be in Europe, put a gun to her head via video link and make him stop whatever you want him to stop with.

But "seemingly" we are too afraid to do that so this horseshit sanction carry on continues which never harms a single banker or politician.
