That's not how it works.
Lawyers cannot compel anyone, only courts can.
Even my dog knows that's not the case. There are a whole host of public authorities (who also employ lawyers) that can issue orders that must be abided by. One example, the Health and Safety regulator can close any unsafe building site, shop, public space in an instant and they don't need to ask a court. The local Council noise/nuisance department can close down a loud party at the drop of a hat etc etc. Lawyers acting on behalf or regulatory authorities have wide-ranging powers (acting on behalf of the body) to demand compliance.
