How will €10,000 barrier be applied? What will happen if the assets decrease or exceed that limit? In other words, if the price of BTC rose now by 300%, will restrictions be imposed on the accounts, or was that limit on a 21-04-2022?
Actually it's not that difficult, one example is that binance can create a special warning popup for Russian users if their assets grow beyond the allowed threshold. This is as they required KYC of all users some time ago. Binance may order users to reduce them or suspend their accounts as a consequence.
