Correct me if I am wrong. I have visited your site once again and checked the link you have provided and I have seen their partner program. It  seems to me that you are promoting others business and partner is stands for that. But s/he is asking if s/he can promote your website and can earn money for promoting if anyone use the referral link of that person.
