Everything turns green and maintains it that way for more than a week, rise of dead projects and the increase in ROIs for existing projects. All these are signs of the bull run
I don't think that even a bull run comes, not all dead projects are going to be alive again.
They're good as dead and if they're able to pump within a certain period, still that won't be enough to say that we're in a bull run. There are whales that likes to play with those dead projects.
They pump it and the newbies are going to buy it and then as quick as they can, they'll be leaving them with a loss.
