you wrong, full control inbound and outbound ports only available for server or lan users such as fiber optic.. if they mine using a mobile network, their inbound/outbound port is limited..
so it's not strange that many miners don't want to open full nodes... because they can't.
and also this cpu most of them use mobile not server or lan
