I don't think it's illegal, they're pretty much doesn't want to get controlled by someone or paid unnecessary fees. Every licenses has different rules and fees, some license also doesn't protect the gamblers e.g. Curacao. I have seen scammy casino can get a gambling license, but even the victim wanted to report it through legal process, the casino is still live and keep scamming.
