Scam accusation : Gamdom fake/ unlicensed copy of games

How many of you are familiar with the game provider “BigTimeGaming”

They publicly show all their slot settings including RTP manipulation available. On their own website.

For example; their title “Lil’ Devil” states;
     “Game Stats - max win 100,504 X , RTP 96.31% - 96.43%”

Now I have an issue with Gamdom running since December. Have opened cases with Casino Guru and Gamdom refused to comment publicly, so was advised to contact their licence holder. Which I have -
AskGamblers said the same; take it up with the license giver.

How is it that Gamdom are able to run this game at below accepted or advertised RTP rates set my the slot provider?    Are Gamdom using false titles/ unlicensed copies of games?
Example -
Gamdom have this game set to a max win of 1,338x  (literally 1% of game potential) and 95.73% RTP, which isn’t possible based on advertised accepted stats by the provider.

Asking as I hit a 14,900 X win on a $10 stake to a total of $149,912..   advertised possible was 36,000 X tried to withdraw and was hit with an error “BTC BALANCE LOW: SYSTEM NOTIFIED” ; spoke to host and he said they was looking into gameplay . Refused to pay out my win , and now have max capped this game to the 1,338x max hit as mentioned above.   This is 1% of game total jackpot, and less than 10% of a win I actually hit and was never paid. Which lead me to open the complaints here, and on casino guru and on ask gamblers. 

Complained on Casino Guru, and Gamdom refused to comment publically, same as they’ve done here and remained silent about their scam.  Would like other peoples views on this if it’s fraudulent/ scamming or if this casino just can’t afford to pay out wins.   In which case I request my deposits in the total of $160,000 back -
