The account of this user was closed by the security team due to the violations committed on this account in relation to 1xBit, but still he was in profit made by alt-accounts at the moment of closure. This means that in total he has withdrawn more than he has deposited, and accordingly to the ToS, refund is no longer required.
As one of the company' terms, sensitive information wouldn't be disclosed.

Got a response from security.
If a betting participant commits fraudulent acts in relation to a betting company (registration of multiple accounts for arbitrage betting in this exact case), the betting company reserves the right to stop such fraudulent acts by means of the betting company:
- betting cancellation;
- closing the client's account with a refund, but without taking into account the dishonest income received.
The amount of deposited funds is paid to the player in full.

These are just a couple of examples. There are many scam accusations against this site which have been piling up over the years which is why their reputation is in the gutter and it will most likely stay that way in the future in my opinion.
In both these cases, 1xBit checked everything and gave answers.
As @SyGambler wrote it, it's word against word.
Nobody has presented conclusive evidence, so it's only up to you who you believe.
