No one really knows when, 4 months after you post this, and the market is still just go up and downs, not bullish. It will likely go sideways until at least the halving of bitcoins. Except the altcoins can fully independent not affected by bitcoin price, but that things is also unlikely in near future. So, I think everyone should just expect a sideway market for the meaning time. And for the question about eth and btc? I don't think ethereum can catch bitcoin in near future, or even it will never, bitcoin is too strong.

We entered a bear market no longer sideways and now all altcoins are bleeding in bitcoin, no altcoins can exist independently on the market without depending on bitcoin. Take a look at the market at this point you will see.
Ethereum is having some trouble with gas fees but eth is really the best altcoin to invest in, I consider it the second safest investment after bitcoin. But hard to surpass bitcoin, bitcoin will still be the big brother of cryptocurrency.
if update on ethereum about sharding applied ,i am believe it could reduce gas fee significantly.i know some projectt using sharding and really it have low cost fee and high transaction fee. with this condition , ethereum will be best smart contract platform again in market.whales now waiting ethereum price below 2k before they accumulate it, no matter with bitcoin price as long as update released in ethereum it will give huge impact.
The most anticipated Ethereum upgrade this year, it can be said that this event is as important as the bitcoin halving, hope all goes well for ETH.

Although ETH is struggling on gas fees, it is still the most popular contract platform. Aside from bitcoin, eth will be the important rest of the market if the ETH2.0 upgrade goes as planned (this year.) It will have a positive impact on the market.
