I've seen a lot of casinos with a referral system already in your account settings but there is another tab at the bottom of every casino and you can also sign-up as an "Affiliate".
What is the difference between those two?

Both can be used to attract user and for making them attract the person who will do this may get some additional benefit for example the user may get referral commission for using the referral link of the person but if the user want to promote as affiliate then s/he cant share any personal referral link.
