I want to know when is the best time to buy or waiting more dip to buy and what if the price turns back to bull?
What do we do?

The first question is do we want to buy during falling prices or during rising prices? The bitcoin price is very volatile right now and could be falling even lower in the next few weeks. But we shouldn't worry to much about what the price will be next week, rather what the price will be in 1 or 2 years. On that I think we can all agree that the price will be higher than it is today. Finding the bottom of a crypto coin is very hard. There are many factors to consider. In my opinion buying around the 30.000 USD level is a good idea. There are already quite a few high profile investors who stated they would heavily reinvest into bitcoins if prices drop to 20,000 USD. Waiting for the lowest possible price might lead to missing out on the next rally.
I assume that you cover too short a period of 1 or 2 years. It seems to me that it is better to slightly expand the horizon of expectations to 3-4 years. Then we will definitely see bitcoin price rise. But in general, you are right that it is not necessary to evaluate the value of BTC for such a short time frame as weeks or months.

Now people are confused and can't decide how to act, buy now or wait for the best price. As a result, they don't act at all, waiting for the moment and missing opportunities. It seems to me that can act now: buy bitcoin with some of your cash, leaving some to buy at a lower price if the price does fall to $20,000 or so.
