Most of case when the user already complete the KYC request, they will able to withdraw the money (at least deposit funds), but in some cases I have see the services confiscated all the funds even the KYC has been send out. I see that's really useless to give KYC and in the same time you didn't get back your funds.
I understand the case you mean but here I am talking about Duelbits who had almost the same problem some time ago ask the user to send KYC
After the KYC is processed and accepted, the user will receive the funds but there is no guarantee he can still play here and the ID must be on the blacklist
