The reason I say land is the riskiest is draconian governments can simply seize it. And the dirtiest secret is they do not even have to. They can also tax all your value out of it.
Land also potentially ties you to a location which could be bad in some circumstances. I do own my home because I like it that way but I'm prepared to abandon it should the need arise.
Well, the folks that will suffer first and most are all the hundreds of thousands of apartment and condo dwellers in the larger metro areas.
Food, clean water, sanitation, medicine, petrol, and other goods/services will be cut off from their first and the most. It'll be like Mad Max on steroids.
Having a house and land out in more rural areas is one's best bet for long term survival.
