Not really.

Former Ukrainian President Viktor Yushchenko’s decision to confer the title of Hero of Ukraine on nationalist leader Stepan Bandera on Jan. 22 has unleashed a storm of outrage inside and outside Ukraine. These people are considered heroes by a minority of Ukrainians. You can't blame the nation for what some people are doing. I'm pretty sure there's a minority that considers Stalin the best leader of Russia, just as there are groups of people who support genocide in Ukraine and tell their families to rape and plunder
