If an online project offers a franchise they usually grant the franchisee to use his own domain but on this one, they just gave him a referral code, either he is a franchisee or an affiliate, for a lottery site it's hard to address internal issues if the one who will address is just an affiliate, he has no internal control he will be acted as a support or a third party.
