He's probably evaluating his options - there aren't many clubs that can go for him. City got Haaland, in Madrid it would be difficult to pair him with Benzema, Barcelona doesn't have enough money..
Staying looks like a decent option, Tottenham is a good club. Still - if he extends he'll basically spend his whole career there and he's an elite player that deserves to fight for trophies. He will be 29 next month and still hasn't won a single one.
In EPL, I don't think any club is willing to take him actually. City is no longer interested after Haaland. Liverpool is ok with its stars and most likely they will extend their contracts there. Chelsea? Not really especially after the actual crisis in the club. ManU has enough players. Arsenal? not really and won't happen tho.. The other clubs aren't that interesting for him and for his career.
Changing league? It will be a bad idea to switch the best league by another. In addition, top clubs there didn't show interest to contact him. Overall, staying in Spurs is his unique option since there isn't any other one.
I think Harry Kane is a good and experience attacker, he is so fast when it comes to football, his pattern of play is so unique. Though his stats this season wasn't impressive but he still try to net some quality goals this season. He is one of best players Tottenham have and one of the best attacker in EPL, he is fully committed to the team, and his impact since coming to the team is remarkable. Though the only thing missing is trophy, though if there's no top offers from any of the big clubs in Europe, I suggest he stays at Tottenham.
