If Trump was in power, then he would have taken steps to increase shale oil production within the United States and the increased supply of crude oil would have destroyed the Russian economy. Biden on the other hand has went the opposite direction, and as a result the Russians are earning 10x of what they were earning in 2021.
I don't know about that, it is not easy to increase the shale oil production by enough to cover the shortage not to mention how hard it is to extract and refine that oil compared to Russian oil or most of the oil found in Middle East.
P.S. Always remember that Russia invaded Ukraine because of Trump. It was during his time that the illusion known as US military was shattered multiple times that gave both Russia and China the courage to think about invasion plans.
