Why do you think spurs will be fighting for 4th position, I disagree with you because Tottenham Hotspur are going to improve more and they have what it takes to fight for second and or even for the first position, I think Antonio Conte believe in these also, he has almost complete the signing of Bastonni and Ivan perisic which are fantastic players I think he we get a good creative midfielder and Autaro Martinez and let's not forget that Tottenham have a world class team already that involves Harry Kane and Son with the inclusion of kulusevski and Christian Romero's so what are you saying.
I think that next season there will be two undeniable leaders - City and Liverpool (as for City, this bag, due to its endless purchases, turns into a monster that just scares) and the group that will fight for the "leftovers" - United, Arsenal, Tottenham, Chelsea. Plus, there is always the possibility of lifting some kind of underdog (Leicester, Newcastle - why not?) But even without them, these are 6 teams for 4 possible places - that is, even if all 6 teams are incredibly good and show brilliant football, someone will still end up in 6th place and the season will turn out to be a failure.
