No! some countries like to ban and unban bitcoin mining. I would not be surprised when they'll( might be in winter) unban it.
Will it still survive being a PoW cryptocurrency?
If it can survive till now. Then surely it will.
Some countries will ban and others will mine. It is the same as some people selling their BTC and some buying.
