Usually, if a site, for security reasons, as it considers, restricts access through a VPN, then as a rule they use the IP base that provides the vpn. And in this base almost all IP are contained.
Of course, new and old ips constantly appear and disappear, but this is a relatively small stream compared to all existing vpn servers.
Of course, individual countries can also ban what they have been practicing lately. But the server itself may be in another country, for example, in border areas. So it's just a fragmented, frivolous vpn blocking.

I mean if there is an attack coming from a specific target, I would understand banning those IP's but those people are smart enough to either hide, or change their IP and continue to attack. Even if you make VPN illegal, then they will end up making attacks from another nation via finding other ways, if you make certain nations illegal then they will use VPN to change it.

Whatever you throw at these people, they will find a way to go around that and attack you if they want to. Best thing betfury could do right now would be increasing the security and ddos wouldn't work, if it requires a ton of money and effort to reach your point, then they will stop.
