I have been trying to use the DM function but I couldn't unfortunately. I read the sticky thread and it seems to normally finish after 30 posts.
But I still can't send DM. Why is that the case?

The sticky thread is not updated anymore. You need to get atleast 1 merit to become a jr member and so on. You can read theymos announcement about this here:
