They have no reason to do that. The block size is limited, if they include some spammy transactions, then they won't include a normal, fee-paying transactions from regular users. So, they don't have any reason to lower their coinbase reward and to create more spam. But it is possible on other altcoins, where block size limit is higher, or where there is no limit at all.



I never liked the argument that people have no reason to do a specific thing so it means that they will not do it. People can have reasons that are not understandable at this point, so if it is possible it means that there is a chance that it will be done in the future. Also if the block size is bigger there is no reason for miners to spam transactions since they would harm the network they are heavily invested in. But as I said this argument is not really valid.
