If I remember, some time ago 1xbit scammers ran an ad here on the forum which the admin removed, And their payment which they(1xbit scammers) had paid for the ad was returned by the admin. Even though it was a positive step but not enough to stop 1xbit scam because I think Admin should given temporary all those members who are promoting 1xbit. But Unfortunately (fortunately for 1xbit) scams are not moderated
They've already marked participants with red but it didn't stopped because like you said its not moderated. The only those guys can do is add a negative tag to users. But even if 1xbit is excluded here, the casino will have other chance in other forum and they can use adnetworks too. Letting them do the campaign here still is making the business thrive because they did have presence in the forum.
It has some scam issues though so its still not recommended to use that casino. Choosing one which OP wants to do really has to involve web research and checking accusations in the forum.
