I don't know when the market 'bottom' will happen. All I know is that today looks like a bad time to buy video cards. Used GPU prices have not caught up with the crypto crash. It takes a few weeks or months for video card prices to reflect the new reality. That is why assuming BTC is stable at $18k, my price target for RTX 3060's are $220 and $350 for RX 6800's.
