I remember I read a similar topic, same question just recently (weeks ago). It means if you search, you don't have to create this topic.

Expand it a little bit, you only should comment (post in other topics) if you have constructive idea for that discussion.
You only should create your topic if you don't find anything can help you answer your questions or any similar topic to help the forum community.
You only should create your topic if you think you can write something better than available topics on the same issue.

Read first, post later and don't post if issues were answered already.
