Everyone is a stranger on Internet. You don't know anyone IRL but that doesn't mean you cannot do business.
The problem is the admin competences, reputation and transparency.
But I agree this one is doing it wrong.
IRL you do know who you're doing business with, it's how you can do business with them
you write contracts, you track performance according to agreed-upon parameters
