Yeah actually Chelsea also were targeting Richarlison to sign for some time but they didn't even try to intervene the deal. Lukaku has left the club to join Inter on loan so they need a striker to fill his place in the team in the end. I really wonder what the reason could be for Chelsea about not going for Richarlison. I think their hand would be stronger than Tottenham too. Anyway, I hope Chelsea can find a good centre-forward for themselves before the new season starts.
Chelsea will catch a striker before the start of the new season. It will be a star… i don't think so. Look at Timo Werner, Christian Pulisic, Batshuayi and Hudson-Odoi they are young and strong players. I think it's going to be a very young player who also plays in the second team. Like Armando Broja, he comes from the U23 to the first team.

Even if it doesn't become a star transfer I think they should still sign a solid one. Because Batshuayi isn't a reliable striker and they are just loaning him to different teams when they have the opportunity. Timo Werner started to be more effective last season but his performance is still not good enough for Chelsea. Because they need a consistent striker too to be able to become successful in the Premier League and the Champions League both. However they can go for the formula you mentioned if they somehow fail in finding the one I described.
The decision is there: Tottenham gets Everton's "Richarlison" with contract until 2027. He costs a transfer fee of 50 million pounds, that is about 58 million euros. With Bonus can increase it to 70 million euros. Worldwide the 4 most expensive transfer.

Richarlison becomes Spurs' fourth signing of the summer, with Fraser Forster, Ivan Perisic and Yves Bissouma already joining first and Djed Spence's next target from Middlesbrough.
