Nations League was a disaster for France and England but I doubt that these clubs will perform poorly in Qatar like they did in NL.
Brazil to be the most favourite is OK. England in the second place? That's a bit exaggerated imo. France is better tho. Argentina isn't that bad and there shouldn't be such difference from England. Portugal? That would be a surprise.
I was surprised how high the bookies rate England's odds, maybe these odds are based on England being a Euro finalist, although it's a bit strange given that Italy doesn't take part in the World Cup finals at all.

I'm also surprised that the odds for Germany is so different from France and the same England, which in the last matches looked very weak. The fact that Brazil is the bookmaker's favorite is to be expected, they love it.
It may seem strange that England gets such odds from the bookmakers, but that story has 2 sides. On the one hand, England have achieved absolutely nothing in the last 30 years while having the best competition in the world. And all/most top players play in the English league anyway. Just look at teams like City and Liverpool, and also United and Chelsea. Still, the chemistry isn't there when they play as a team. Last year they were almost European champions, but they have not shown more in recent years.
