Sure. On the one hand, I agree with you, but on the other hand, bookmakers are already taking bets on that event with might and main. Here is a group of favorites:

Brazil 5.50

England 6.55

France 7.00

Spain 8.95

Argentina 8.95

Germany 11.90

Portugal 13.00

Netherlands 13.00

Belgium 13.10

If I remember correctly, the last time I looked at the quotes, Brazil and England were on the same level, and France lagged behind quite a bit. It turns out that the games in the League of Nations had a negative impact on the chances of European teams.
Nations League was a disaster for France and England but I doubt that these clubs will perform poorly in Qatar like they did in NL.
Brazil to be the most favourite is OK. England in the second place? That's a bit exaggerated imo. France is better tho. Argentina isn't that bad and there shouldn't be such difference from England. Portugal? That would be a surprise.

Maybe the motivation of the teams will be better at the World Cup, or maybe not, so the bookmakers are doing the right thing by taking these results into account. As for the chances of the teams, the differences are not so great if we translate these coefficients into percentages. Brazil will have 18%, Argentina 11% and Portugal and Belgium 7.7% each.
