The government is trying their hard to protect or prevent this kids from playing in a gambling platform so my answer is no.  Because their sense of reasoning isn't fully developed yet so the tendency of being a gambling addict is very high.


Introduce them to a more recreational means of entertainment.
You can also introduce online games that is suitable to their age.
You can also guide them, and educate them on the possible harmful effect of gambling at a young age.  

I believe it is a matter of communication.  If you forbid them totally they will rebel but if you talk to them with sense, explaining every details needed to understand that gambling doesn't suite them at their current age, I bet they will understand.
