I don't know as I almost never play manually but let me tell you that the 10 seconds to draw a number is quite common when you let it with the autobet feature on,sometimes when I play,never tried on Windows but on my Linux machines I have sometimes to move the mouse in order for the autobet to continue as it is common to get stuck after many autorolls.

Could be some interruption with the server,you can check the ping as I have done here in the below pic to see for yourself,if the pings do take sometime then most probably it is a problem with your ISP but again I think that is highly unlikely.
