For me, Bayern Munich is more of a team that doesn't spend a lot of money on player transfers and they're doing the right thing with that. But German teams are generally economical with transfers, which I think is a good thing, other leagues should also take this as a role model.
You are naive if you think that everything happens as it is shown officially. Regarding Bavaria, there have long been rumors that it conducts transactions partly through offshore companies and various murky schemes. I don't see any reason why this can't be true. In the end, everyone "believed" that Neymar bought himself from Barcelona and moved to PSG, so why not believe that Bayern get super players almost for free
