They must at least have some basis in order to cancel, amend, or refuse any promotion. Though it is under their discretionary powers, they must act within without any grave abuse to keep their playerbase strong.

I don`t think that they will use this paragraph in this situation. This will be the same as to steal gamblers money and after that they will be no trust to casino. If they want to use this paragraph they can steal all gamblers money and close. It uses mostly for cheaters that find something that helps them to cheat casino without punishment.
