Just give the amount of time needed, 48 hours is the least you can wait for, put in to consideration of how long you've been waiting for initially. Because all believe that paying 16k+ out already is a show of good faith and you should optimistic of getting the full, but what I'm not quite sure about is why they needed to contact their license regulators, perhaps they're not allowed to pay such an huge amount at go, hence the need to contact the license regulators to see if an exemption can be made for your case.
