The message that appear would be different if this was about country restrictions. The site will load but you will see some writings like "sorry, you are from a restricted area" something like that. The problem is not in your wifi but it's on their side because many users here including me, can't also access their website.
Not necessarily and it differ from website to another. If the website doesn't allow access from your country then in some cases you will get a notification message as the one you mentioned but in other cases you will only get the
well-known 404 error message.
Anyway, if you want to see if the problem is only with you or only with your country or the web server is actually down for everyone then you can use some services which will try to access the website from different locations such as:

but the display is not a warning like you said. this looks like the home page of the Bedja site, but loading. doesn't open anything. and it happened in quite a long time. looks like the site is experiencing a performance drop. and there is still no confirmation from the team regarding this issue.
