Nice one but you should try to specify the number of merits needed to apply to move to another level. Helping the low-rank members is a good initiative to go by with. I wouldn't mind if it happens like magic for me to move to another level as a full member.
Maybe the OP is using a different concept, like LoyceV's similar thread, where you can submit your best threads and expect support from the community.
In my thread, I used the concept you suggested for setting application limits because I thought that helping those users who are one step away from the coveted rank would have a much greater effect, because the final result of the application would be immediately visible.
