Actually in this case it looks like that, but if we look further when Haaland is not around, they actually play quite well but the dependence is still felt.

I think Dortmund are much more concerned about making profits than building a formidable team to compete at top level and win trophies. It's even difficult to win their league title talk more of winning the UEFA champions league. A lot of talent have emerged from the club and these are players that would have dominated in their league and in Europe if they stayed and played for the club but they have made a habit of selling their best players for profit so it's hard to compete against the league giant for the trophy and they have to rebuild at the end of every season.
