I think you are rather too late to notice the arrival of the bear market which has already started since last year only in a gradual process, at this point I would say we are well into the bear market season.
You are right, this is the time to build a healthy portfolio for the next bull market, partial buys is always the best approach because the market keeps dropping and you can always dca every time it goes lower.
Let's assume most of us are taking advantage the bear season in the way we can afford. I look forward to another bull season.
