It seems like the change of ownership and the owner handling transfers himself has had a negative impact on the club's performance and dealings in the transfer market, though they have managed to sign Sterling and Koulibaly but it is not enough to make the squad any better than it is already, a lot still have to be done before the end of the window.
Chelsea Team problems begin before the ownership change. They were not good enough to compete for the Premier League title last season, in my opinion. Despite the fact that they have a very strong team, they are not up to the standards of Manchester City and Liverpool.
