Even if he manages to found a casino that doesn't require KYC, he would still need to do it once he won or wagered some big amounts. Casinos will not just let you withdraw your winnings without verifying your identity, they want to make sure that their user has no criminal records. If they let you withdraw some huge amounts, they can be liable if you use that money for your bad intentions even if it's not related to the gambling business.
Not all places require a big amount of win for KYC. I mean you could have a million dollars won from somewhere and they would definitely be doing no KYC at all in some places and that's the problem. This is why I believe that we shouldn't be shocked to learn whenever there is a bit of a problem then there won't be a KYC question in other places.
I have met with someone who won 6 million dollars from another place, which I will not name, and didn't do a bit of KYC at all, from 300k to 6 million so he wasn't poor to begin with, all the points for a money laundering but it wasn't asked. So do not defend it with just money, this place asks it even before you start.
