Whenever you look at the questions used to make such determinations, most of them come down to "is this country implementing Marxist policies?" and are not a direct measure at all. Be wary of such graphs presented as a fait accompli.
My suspicion is that if you honestly look at happiness levels... they're mostly going to be fairly uniform cause that's just the way people work.
