Bitcoin Core's "
data directory" wont be deleted even if the client was uninstalled, its default location is in
%appdata%/bitcoin.
%appdata% in Windows is in "
<Drive letter>:/Users/<Your_Username>/AppData/Roaming"
You need to enable 'hidden files' view to find the appdata folder.
Before giving-up, you might want to try the other tools.
But in my test,
pywallet -recover can definitely recover keys from a deleted wallet.
