In this case what you say is true, but before saying Barcelona are in strong competition with Madrid first they must solve their current problems because there are indeed many problems that they have to solve quickly such as registering their 5 new players, solving problems with De Jong, as well as finalizing Raphinha's finances with Leeds. When it is finished, they can be considered as strong competitors for the title.
As for Atletico, it will still be fifty-fifty in my opinion, depending on Griezman and Morata whether they can give a good performance there because otherwise they will probably be the same as last season.

As far as I know, Barcelona paid for the complete transfer of Raphinha with the deal they made when they made their offer to Leeds United.
Barcelona do have some issues that need to be resolved before next season starts and those issues appear to be just Financial Fair Play.
