For what it's worth in this context there is no difference between github and gitlab since both of their companies are located inside United States so any laws applied to github should also be applied to gitlab.
...Which is why I told everyone to host their own Gitea server. It's not some read-only mirror that lets people download the source code, it lets people sign up and commit code to it, and not only that, but IIRC they can even open their own style of issues and PRs.
