He did created a scam accuse. You can see it if you will check his post history but like @panjul07 said his details are incomplete. Afaik there's a specific formatting that needs to be followed whenever someone wants to create a thread in the scam accusation board. He better followed it or else no one will be serious to help him.

It's also okay to post here first as there's also users that like to visit each of the threads in this section than on any other places of this forum. That will also not scare anyone or won't affect the reputation of the gambling site if maybe there is only a misunderstanding that happens and then they will resolve it immediately but if all fails then that's the time to do it.
