means that all transactions are red flagged... you have forgotton that the advice in that quote is to VASPS about if VASPS send or receive funds from other VASPS whos CDD/KYC processes are weak or non existant then treat the funds coming from those other VASPS as suspicious

.. you are then trying to divert and ignore that the FATF have called out services like mixers directly and undeniably.. and also layer networks promoted as scaling solutions (LN) which also were directly mentioned.
